I'm curious about why you're not really a fan of the custom crew creator. Sure I guess that you could abuse it but it would be pretty tough, seeing as you're using pre-made abilities. I think that it could make for some very interesting crew. Could also make it so that you have custom crew as a 0-1 choice in a fleet. A fleet full of custom crew would be ridiculously powerful, but just 1 makes it so that you can choose to have a sort of "personality" character. Mostly it's because being able to create any ability combo on a crew that you want is going to make most of the existing named crew obsolete, or at the very least unnecessary. Much of the fun of building a fleet is designing them around which crew and which abilities are available. Being a fan of the Spanish I think you should be able to appreciate this more than most players - just think how much your fleet design would change if you could simply drop a sac-captain (or a sac-explorer, sac-canceller!, etc.) onto any ship in your fleet without having to pay a single extra point to pull him in from another nation. Even limited to just one or two per fleet or with nationality restrictions, just getting that one extra ability you really want can have a big impact - imagine having a second Nemesio available, another 3-point SAT crew like the original Castro, or even another (RotF) Dominic Freda. I'd be much more inclined to use a custom crew generator if it was limited to mostly just the generic abilities and maybe a handful of other basic/common ones (+1 to boarding, +1 to cannons vs. X, ignore terrain, etc.) It should not include any of the high-power stuff like cancellers or additional action generators, or the more exotic stuff that really isn't meant to appear in more than one or two places.

I think a random crew generation might be interesting, but more of an event or UT...a bit like Castaway, but you need to roll to see what crew...so maybe Abandon Crew-ish... hmm...or maybe some kind of Limit or Ransom thing that allows ALL players to roll during setup and they each get a free crew that has the point cost of the roll... I like the basic idea but how would you write that into the rulebook? ' Maybe have more limited version that only have relatively small tables to work with? Tables that could be selected from with a D6 perhaps?

Actually, you're kind of right, when the SS Shap'ng Tsai came out, I figured that Spain would be nigh-unbeatable, but then the game shortly ended after that. Can you imagine a competitive fleet using Shap'ng Tsai and the San Cristobal? Okay well I can and did. It was so ridiculously overpowered. And yes, for the Spanish especially this would be a god-send and make them super-overpowered, as if they already weren't. Mhm, I see what you mean. Very true, very true. I like that a lot more. You can still have a personality character but it won't be game-breaking. It could probably be less game-breaking if the custom character had Limit and/or Ransom.
